October 1, 2003
Northrop Grumman Space and Mission Systems Corp., Redondo Beach, Calif., is being awarded a $56,932,920 cost-plus award-fee contract modification. The Defense Support Program (DSP) spacecraft post-production support contract, one-year extension, covering October 1, 2003 through September 30, 2004. The requirement consists of the following: Storage and storage support of the DSP satellites in accordance with satellites environmental requirements, annual testing of stored satellites, trend analysis, integration returns (repair and return failed/obsolete component), perform safety analysis, load analysis, maintain all launch vehicle and launch site interface documentation, meet all launch site safety requirements, perform multiple readiness reviews and rehearsals, test and prepare satellite for launch site, perform launch vehicle integration, perform multiple integrated system tests, sustaining engineering of the on-orbit satellites (multiple block build), early in orbit testing support for newly launched satellites, anomaly operational performance analysis for performance assessments, mission performance improvement, including recommendations for retrofitting satellites in storage. No funds have been obligated. This work will be complete by September 2004. Solicitation began January 2003 and Negotiations were completed September 2003. The Headquarters Space and Missile Systems Center, Los Angeles Air Force Base, Calif., is the contracting activity (F04701-96-C-0030, P00097).
Harris Technical Services Corp., Colorado Springs, Colo., is being awarded a $46,775,187 cost-plus award-fee contract modification to provide for communications, operations, maintenance services to be provided to Air Force Space Command’s 50th Space Wing, to include: configuration management, electrical power systems management, communications systems engineering, small computer hardware maintenance, and database applications support 24 hour maintenance management, industrial safety, communications security, information management, local area network management, communications network control center operations, and visual information management, communications circuit management, satellite control center support, computer operations support, communications-computer systems maintenance and operation for the Defense Satellite Communications System, Secure Communication System, MILSTAR, and other operations in support of the Air Force Satellite Control Network. Report is for announcement of Exercise of Option only. Harris Technical Services will perform this effort Schriever Air Force Base, Colo. Total funds have been obligated. This work will be complete by September 2004. The 50th Contracting Squadron, Schriever Air Force Base, Colo., is the contracting activity (FA2550-02-C-0007, P00019).
ARCTEC Services, Colorado Springs, Colo., is being awarded a $41,094,046 fixed price incentive fee contract modification to fund option-Year 4, Fiscal Year 2004 (1 October 2003 through 30 September 2004) to manage, operate, maintain, and logistically support the solid state phase array radar system at Cape Code AFS, MA; Beale Air Force Base, Calif.; Thule Air Base, GL; Clear AS, AK and RAD Flyingdales, UK. ARCTEC will perform this effort in Colorado Springs and at Clear Air Force Station, Alaska (68%), and at other locations. Total funds have been obligated. This work will be complete by September 2004. The 21st Space Wing, Peterson Air Force Base, Colo., is the contracting activity (F05604-99-C-9004, P00298).
Honeywell International Incorporated, Clearwater, Fla., is being awarded an $18,382,653 cost-plus fixed-fee contract to provide for Prototype guidance instruments for strategic boosters/strategic re-entry vehicles. At this time, $5,057,000 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be complete by May 2006. Solicitation began July 2002 and negotiations were completed September 2003. The Air Force Research Laboratory, Kirtland Air Force Base, N.M., is the contracting activity (F29601-03-C-0124).

Dansk oprustning
Danmark og Sverige underskrev i dag en kontrakt om bygningen af i alt seks nye ubåde.
Det svenske forsvars materielkommando underskrev kontrakten på vegne af de to landes forsvar, oplyser Søværnets Materiel­kommando.
Kontrakten betyder, at Danmark i 2009 modtager den første i serien af de såkaldte Viking- ubåde.
Det svenske værft Kockums AB og Odense Staalskibsværft A/S skal i samarbejde med de to landes forsvarsindustri stå for bygningen af ubådene, skriver Jyllands-Posten.

Pentagon Selling Bioweapons Tools

The Pentagon could inadvertently be providing terrorists with special equipment that would enable them to make biological weapons, according to a draft report from the General Accounting Office obtained by ABCNEWS.
According to the report, which is due to be released Tuesday, Congress ordered the GAO - its investigative arm - to set up a phony company to see how easy it would be to buy surplus lab equipment from the Pentagon.
Using fake names, GAO investigators went to a Web site that sells Pentagon surplus and ordered items needed to produce bacteriological weapons, including evaporators, centrifuges, bacteriological incubators and protective clothing.
In its report, the GAO found that the "Department of Defense has not attempted to determine who is buying excess biological equipment or how these items were being used."
"This is a real danger, and it is something we've got to close, a loophole that we've got to close right now," said Daryl Kimball, executive director of the Arms Control Association, a nonprofit organization that advocates effective arms control policies.

A Terrorist's Bargain

The GAO also found that some buyers who had recently purchased used equipment from the Pentagon then resold it to countries where terrorists have operated, such as Malaysia, the Philippines and Egypt.
"The Department of Defense has not been paying attention to this back door, with a domestic market that can allow it to be sold abroad," Kimball said.
And the Pentagon has been selling the equipment at bargain prices. Some equipment that the Pentagon paid $46,000 for was sold to investigators for $4,100. That could be a real bargain for potential terrorists.

Amnesty International starter international kampagne for våbenkontrol
Baggrunden for kampagnen er, at handel med våben er ude af kontrol. Hvert minut bliver et menneske dræbt af illegale våben i en af verdens borgerkrige eller i opgør mellem kriminelle bander i en af verdens mange storbyer. Våbenhandlere sælger uden skrupler til købere, som krænker de internationale menneskerettigheder og humanitære love. Amnesty samarbejder med bistandsorganisationerne Oxfam International, IANSA og International Network on Small Arms om kampagnen, hvis formål er at standse illegal handel med våben og få alle verdens regeringer til at underskrive en FN-traktat om våbenkontrol ? en traktat, som gerne skal vedtages på FN's våbenkonference i 2006.

US Homeland Security - Group Alleges Police Scrutiny
Peace Fresno Says Late Detective in Anti-Terror Unit was at Meetings.
He was the quiet guy. The one who came to Peace Fresno meetings, always sitting in the same spot, taking notes but never taking part in the discussions. For two months, ending in May, he sat through planning meetings, passed out anti-war fliers and went to rallies. He said his name was Aaron Stokes. When asked about his job, he said he was independently wealthy.
Members of Peace Fresno now say he was Aaron Kilner, an undercover sheriff's detective who died in an off-duty motorcycle accident August 30.
Fresno County Sheriff Richard Pierce would not say whether Kilner attended meetings, but he said Peace Fresno "was not and is not the subject of any investigation by the Fresno County Sheriff's Department."
Pierce said his department "does not have any reports, files, rosters or notes on Peace Fresno or its meetings."
However, in a four-paragraph statement issued Thursday, he defended his department's legal right to send undercover officers to community meetings.
"For the purpose of detecting or preventing terrorist activities, the Fresno County Sheriff's Department may visit any place and attend any event that is open to the public, on the same terms and conditions as members of the public generally."
In a time when issues over security versus personal liberties are at the forefront of a national debate, members of Peace Fresno say an undercover officer at a political meeting brings the controversy close to home, writes Diana Marcum, The Fresno Bee.

Many soldiers, same letter : Newspapers around U.S. get identical missives from Iraq

WASHINGTON -- Letters from hometown soldiers describing their successes rebuilding Iraq have been appearing in newspapers across the country as U.S. public opinion on the mission sours. And all the letters are the same.
A Gannett News Service search found identical letters from different soldiers with the 2nd Battalion of the 503rd Airborne Infantry Regiment, also known as "The Rock," in 11 newspapers, including Snohomish, Wash. The Olympian received two identical letters signed by different hometown soldiers.

Nya riktlinjer för svensk vapenexport
Demokrati och utveckling är hörnstenar i en ettårig utredning för nya och restriktiva riktlinjer för vapenexport som Svenska Freds- och Skiljedomsföreningen tillsätter idag. Svenska Freds granskning är en skuggutredning av regeringens egna översyn av regelverket.
- Det är bra att regeringen vill se över lagen om krigsmateriel. Men det räcker inte med en översyn, det måste också till kraftfulla åtgärder. Vi kräver att vapenexporten regleras mycket hårt och att tillämpningen av riktlinjerna sker korrekt och strikt, säger Svenska Freds ordförande Frida Blom.
Den fortsatta vapenexporten till USA under Irakkriget ledde till att den ansvariga myndigheten, ISP, anmäldes till Justitiekanslern och att regeringen anmäldes till Konstitutionsutskottet. En dryg månad därefter tillsatte regeringen en utredning som ska se över lagen om krigsmateriel.
- Det nya regelverket måste bygga på principen om att vapenexport får inte strida mot grundläggande värden som fred, demokrati, mänskliga rättigheter och utveckling, säger Frida Blom.
Till utredare har Svenska Freds utsett Rolf Lindahl. Utredaren ska till oktober 2004 granska det svenska systemet för insyn i och kontroll av vapenexporten och presentera förslag för framtiden, skriver Svenska Freds.

U.S. Army Should Expedite Destruction of Chemical Weapons at Anniston
WASHINGTON -- The U.S. Army should pursue options to accelerate the disposal of rockets that contain gelled sarin -- a toxic chemical warfare agent -- currently stored at the Anniston Chemical Agent Disposal Facility in Alabama, says a new report from the National Academies' National Research Council. By safely speeding the disposal of these rockets -- which currently take about 30 times longer to destroy than rockets containing liquid nerve agents -- the Army can reduce risks to the public resulting from their extended storage, said the committee that wrote the report.
"Because there is a small chance that stored sarin- and VX-filled rockets might self-ignite at any time and release toxic agents and metals, these rockets need to be destroyed as soon as possible," said James F. Mathis, a retired engineer from Exxon Corp. in Houston, and chair of the committee. "The Army has developed a plan that would safely destroy all of the Anniston rockets, but the disposal rate for gelled rockets -- which were not part of the original plan -- would take almost an extra year."
In 1999 the Army discovered gelled rockets -- in which sarin that was originally liquid becomes gel, apparently as a result of a chemical reaction between sarin and aluminum from the inner lining of the rocket -- at the Tooele Chemical Agent Disposal Facility in Utah. The Army later developed a technique that safely processed gelled rockets.

On Friday, October 17, 2003, a six-person jury of citizens from Hennepin County declared that International Law can trump the local private property/no trespass law. At the height of the recent war against Iraq, on April 2, 2003, 28 Minnesotans "crossed the line," entering the world headquarters property of Alliant TechSystems Corporation in Edina with the express purpose of conducting a "Citizens' Weapons Inspection."
The letter they carried demanded that they have access to the books and records of Alliant TechSystems Corporation (ATK) to see if they had completed any studies on the medical and environmental effects of the DU uranium munitions they produce. The defendants contended that there is significant evidence that the DU munitions produced by ATK containing U-238, a radioactive substance with a half-life of 4.5 billion years, is a prime suspect in escalating rates of cancers and birth defects among residents of southern Iraq and US troops who served in the first Gulf War. On April 2, 2003, 28 activists crossed the line and entered Alliant TechSystems. On October 17, 2003 a public trial was held and all 28 were found not guilty, writes CADU NEWS, 2003:16..
