Befolkningen i Palau vedtog i 1979 verdens første grundlov som forbyder kernevåben og andre masseødelæggelsesvåben.
Ifølge grundlovens artikel XIII, sektion 6, kan, “Skadelige stoffer som atomare, kemiske, gas- eller biologiske våben til brug for krig, atomkraftværker og -affald … ikke bruges, testes, oplagres eller henlægges inden for Palaus retslige område, uden at tre fjerdedele af de afgivne stemmer udtrykkeligt har godkendt det i en folke­afstemning om dette særlige spørgsmål”.
Forfatningen mødte stor modstand i USA's administration.
